DESCRIPTION:

The Conklin Community Housing Manager plays a critical role in overseeing the day-to-day operations of Conklin Resource Development Advisory Committee (CRDAC) housing units and reports directly to the Conklin Housing Advisory Committee (CHAC).

Reporting

The Community Housing Manager reports directly to, and works closely with the CHAC to ensure that Conklin community housing units are well-operated and maintained. Members of the CHAC are appointed by the CRDAC Board to oversee matters such as tenancy, operational considerations, maintenance, and any other matters as delegated by the CRDAC Board.

Hours of Work

This is a position working approximately 25 to 30 hours per week, Monday through Friday, 9 a.m. to 5 p.m. Some evening and weekends may be required. Some overtime may be required.

Responsibilities

The Community Housing Manager is responsible for (1) Day-to-day management and operations duties, including managing tenant relations, coordinating maintenance and upkeep, and enforcing policies and regulations (2) governance and support duties (with assistance from CRDAC staff or other professional service providers where necessary), and (3) Supervisory or management duties.

Key Responsibility: Day-to-Day Management and Operations Duties (65%)
  • Management and safe keeping of units;
  • Maintenance and record keeping of work completed on units, including identifying and initiating preventative maintenance where appropriate and as outlined in policy (if applicable);
  • Responding to Tenant inquiries and requests for service;
  • Soliciting bids for maintenance, groundskeeping, custodial, and other services to ensure units remain in good working order, as well as ensuring payment requisitions for invoices submitted;
  • Conducting regular and as-needed inspections of units;
  • Monitoring Tenancy contracts to ensure compliance with terms and conditions;
  • Coordinating enforcement with CRDAC in cases where Tenants have violated occupancy terms;
  • Communicating effectively with Tenants on topics including basic home maintenance tasks to enhance lifecycle of units;
  • Responding to Tenant inquiries or complaints;
  • Working directly with Tenants, where appropriate, to ensure successful tenancies; and
  • Organizing unit viewings for prospective Tenants.
Key Responsibility: CHAC Governance and Support Duties (with assistance from CRDAC staff or other professional service providers where necessary) (25%)
  • Developing plans and policies related to operational housing decisions, including maintenance;
  • Liaising with The Board and other CRDAC departments on housing-related projects, requests, funding applications, and all other tasks deemed appropriate by the Conklin Housing Advisory Committee;
  • Advocating and negotiating agreements to address Conklin housing needs with external partners (e.g. INAC, CMHC);
  • Preparing annual maintenance and operations budgets (e.g. unit upkeep, repairs, utilities, groundskeeping, etc.);
  • Preparing multi-year asset management plans;
  • Communicating with CRDAC finance staff on collection of rental payments and arrears;
  • Reviewing, approving, and managing Tenancy applications and agreements on an ongoing basis;
  • Managing applicant waitlists according to CRDAC protocols and procedures;
  • Developing, implementing, and overseeing Tenancy dispute resolution processes; and
  • Preparing annual reports and other documentation as required per CRDAC bylaws or housing funding agreements.
Key Responsibility: Supervisory or Management Duties (10%)
  • Overseeing activities of contractors and suppliers, including maintenance, groundskeeping, and any other service deemed necessary for the safe keeping of units;
  • Regularly reporting to the CHAC and CRDAC Board on housing operations;
  • Monitoring contracts for compliance and cost effectiveness;
  • Ensuring housing units under management are operated within prescribed budgets; and
  • Supervising other Conklin housing staff, should such positions be created.
Qualifications and Skills

The chosen candidate may not have all these qualifications or skills; training will be provided.

  • Familiarity with basic housing maintenance and upkeep;
  • Comfort using Microsoft Office applications, including Word, Excel, and PowerPoint;
  • Excellent communication skills;
  • Strong customer service skills and ability to manage conflict or difficult situations;
  • Previous employment or demonstrated experience working in areas including, but not limited to, property management, maintenance, trades is strongly desired;
  • Candidates that live in or are willing to relocate to Conklin will be given preference;
  • Community members of Conklin will be given preference;
  • Experience with project management is considered an asset;
  • Experience developing and overseeing budgets is considered an asset;
  • Experience overseeing work of contractors or supervising staff is considered an asset; and
  • Candidates may be asked to complete a criminal record check and are expected to conduct themselves ethically and with a high degree of respect for others.
Compensation and Benefits

Compensation is commensurate with experience, with an estimated salary range of $40,000 to $60,000 CAD per year.
